Regular Monthly Town Board Meeting
September 9, 2010
MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of September 2, 2010 and posted at the designated sites on September 7, 2010. Town officials present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Assessor Mike Denor, and Road Superintendent Bruckner.

Motion Glomski/Meyer to accept the agenda as presented; motion carried.

Motion Glomski/Meyer to approve the minutes of the regular board meeting of August 12, 2010 as presented; motion carried.

Treasurer’s report: Checkbook balance $37,162.09; mobile home account $3,283.38; tax account $10,353.17; capital outlay account $165,296.03; equipment account $96,530.78. Receipts since previous meeting were $95,740.94 which included interest of $252.84.

Clerk’s report: Motion Meyer/Glomski to approve payment of checks #10106 through #10146, which totaled $36,241.82. Motion carried. Motion Meyer/Glomski to approve operator’s licenses #61 and #62, for William Kreutz (Schlingo’s Rockville Bar) and Kimberly Mertzig. Motion carried.

Assessor’s report: Assessor Mike Denor reported that the total revaluation of the town is complete and the value of the town went from approximately $154 million to approximately $208 million. The town’s assessed value is at approximately 100% of fair market value. The Board of Review was held on September 8, 2010.

Constable’s report: Constable Knauf reported being called for a horse loose on Hwy. 67. Constable Shannon had been called to the location for the same offense before; a citation was issued. Horses at the location have been getting out frequently and there appeared to be possible mistreatment of horses and sheep (no food or water). Possible need for a certified humane officer.

Visitors’ input: None.

Building permits #2010-60 through #2010-64 presented by Supervisor Glomski:
Tom Schnell – install 2 garage doors shed
Gary & Laurel Vondrachek – replace door and porch repair
Glen Woelfel – siding & windows
Jacob Muehlbauer – replace windows and door

OLD & NEW BUSINESS:
A. Henning Road developments and discussion – Mary Fischer, a Henning Road resident, stated that she and her husband are willing to dedicate 100’ of their land as a turnout for emergency vehicles. They hope this would be a compromise solution that would eliminate the need to do a larger project and/or make it a public road. The issue needs to be presented to and decided upon by the group of property owners, not by the town board. William Schlegel heads up the group of property owners working on the issue. Henning Road is narrower than some other roads in the town.

B. Fran Pitz variance request – Request is to replace a garage at 14928 Steinthal Rd. within 60’ setback from the road but 10’ further back than the existing building. The Plan Commission approved the request. Motion Meyer/Glomski to concur with the Plan Commission and approve the request; motion carried.

C. Jason Unger variance request – (NOTE: Property owner’s name was erroneously listed as James on posted agenda.) Request is to replace a cottage at 14207 Woodside Lane at 37’ from OHWM, 1’ further back from water line than existing building. The building can’t be moved more than 1’ back because of the holding tank and a large tree. The well will be put in back, away from septic tank. The Plan Commission approved the request. Motion Salzman/Glomski to concur with the Plan Commission and approve the request; motion carried.

D. Develop budget revisions – 2010 budget expense accounts to be increased as follows: Account 53315 Highway Construction $40,000; Account 53309 Road Marking $3,600; Account 53310 Road Signs $1,200; Account 557324 Highway Equipment Outlay $70,000. The offsetting credit of $114,800 goes to Account 49300 Fund Balance Surplus Applied. The clerk was directed to prepare a formal budget amendment resolution for the next board meeting. Need to make sure actual spending on police and fire protection equals the budgeted amount by the end of the year.

E. Schedule remaining road work – Culvert replacement scheduled for the week of October 11.

F. Approve ambulance contract – “The Agreement Regarding Ambulance Service Provided by City of Kiel/Ambulance Service”, as prepared by the ambulance service, is a three-year contract which allows increases from the initial rate of $2.50 per person for 2011 not to exceed $5.00 per person for 2012 and 2013. The contract allows the town some input into ambulance service affairs. The ambulance service would provide a one-year contract if the town preferred. Motion Meyer/Glomski to sign the contract as presented, with a note to the ambulance service included that the town would be willing to sign a five-year contract; motion carried.



INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. Getting a new mobile radio for the new truck. Budget for 2011 will need to include $1,900 for new radios and radio upgrades, and communication issues with the county will require an additional $1,645 for upgrades to the constables’ radios.

B. Cemetery and Rockville Roads are now classified as urban collector highways and extra money may be available for their upkeep.

C. The town’s equalized value has decreased by 3%.

D. B&B Metals has offered to purchase the metals collected at the recycling center.

E. The town now has 56.43 miles of roads.

F. Fall tire collection days and times scheduled.
