Regular Monthly Town Board Meeting
October 8, 2009
MINUTES
Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of October 1, 2009 and posted at the designated sites on October 5, 2009. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner, and the Town’s Assessor Mike Denor.
Motion Glomski/Meyer to approve the minutes of the Regular Town Board Meeting of September 10, 2009 as presented; motion carried.
Treasurer’s report: Checkbook balance $31,355.24; mobile home account $3,705.92; tax account $108,556.09; capital outlay account $102,267.75; equipment account $134,044.75. Receipts since previous meeting were $32,076.53 which included interest income of $320.51 and transportation aids of $28,204.97. Motion Glomski/Meyer to approve the Treasurer’s report; motion carried.
Clerk’s report: Motion Meyer/Glomski to approve payment of checks #9602 through 9642 which total $27,741.61. Motion carried. Motion Glomski/Meyer to approve Operators’ License #67 for Kristen Anderson (Final Lap). Motion carried. The Clerk read correspondence received from Sara Rabe regarding Henning Road and Mari Osenga regarding noise and other problems at Cedar Lake (copy attached.)
Constable’s report: Constable Shannon reported that issues are arising regarding the Manitowoc County Humane Society contract with Manitowoc County. They might require a separate contract with each town that wants to bring stray dogs to the Humane Society. Constable Knauf has envelopes ready to print for parking tickets and ordinance violations.
Visitors’ input: Mike Denor, Assessor, reports that the revaluation is underway. He is currently working on Sections 1, 2 and 11. If anyone wants their home done right away, they can call him; the process takes only 15 – 20 minutes.

OLD & NEW BUSINESS:
A. Millhome Dam repair grant application – In spite of extensive searching, dam failure analysis report could not be located. The conclusion finally reached was that the analysis was actually not done in the late ‘80’s as had been thought. Consequently, the dam repair grant application will be submitted to the DNR without a dam failure analysis; the analysis can be done as part of the project. The application is due Oct. 15th.
B. Phragmites control – The invasive plant species Phragmites is a growing problem in the Town. The locations have been mapped, but there is uncertainty about what control measures are effective. Town resident Terri Lyon offered to assist in applying to the DNR for an early response grant to purchase the chemicals needed for control. Giant hogwort, another invasive plant which is generally quite rare but is found in the Town, could be included in the same grant application, according to Lyon.
C. Cedar Terrace curb repair is underway. The 4” high curb can easily be avoided when snowplowing.
D. Two-way radio grant - The Town is eligible for a state grant for 75% of the cost of two new radios. The grant is only for VHF radios, although 700/800 band may be the coming thing. The Town’s current radios are VHF, which could not communicate with 700/800 band.
E. Wilke Lake campers – The immediate problem is now taken care of, but it seems desirable to formulate a policy for dealing with future situations. Some campers may be causing septic problems. If campers are permanently installed (wheels removed, hooked to utilities) they are assessed and charged property tax. Possible solutions include creating a permit with a fee and a restriction on the length of time allowed, possibly requiring consent of neighbors. The Board will check with Towns’ Association for a possible model ordinance.
F. Emergency address sign issues – Two or three of the new emergency address signs may have incorrect numbers. Also some additional signs need to be ordered for numbers omitted from the list and for new residences. Road Supervisor Bruckner will check on these. Constable Knauf suggested that perhaps an address should be assigned to every building. Uncertainty exists regarding the proper placement of the sign for Cedar Lake Island, or whether the island should have an address sign at all.
G. Glen Flora Rd/ Dineen easement – David Dineen had an easement across Jacques’ property which was unused and was not visible before the recent work on Glen Flora Rd. Now there is no access available, and the DNR will not allow a culvert through the wetland to allow access. Chairman Salzman will work with the property owners to get the easement moved.
H. Rockville Rd/S. Cedar Lake Rd intersection – Another rollover has occurred at the intersection – another reason to have the curve smoothed out. This would possibly reduce the size of the boat landing parking lot.
INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. Equalized value went down. Town of Schleswig is one of three Manitowoc County towns in which this occurred.
B. Manufacturers of electronics may in the future be required to pay for recycling of electronics products. The fee for dropping off a TV of greater than 27” at our recycling center will be increased to $20.
