Regular Monthly Town Board Meeting
November 12, 2009
MINUTES
Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of November 5, 2009 and posted at the designated sites on November 10, 2009. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner, and the Town’s Assessor Mike Denor.
Motion Glomski/Meyer to accept the agenda as presented.
Correction to previous minutes: Supervisor Glomski stated that Item E under Old/New Business in the minutes of the previous regular board meeting on Oct. 8, 2009 should refer to all camper/trailers within the town, not just those at Wilke Lake. Motion Meyer/Glomski to approve the minutes of the Regular Town Board Meeting of September 10, 2009 as corrected; motion carried.
Treasurer’s report: Checkbook balance $45,533.67; mobile home account $4,628.86; tax account $63,715.54; capital outlay account $102,414.85; equipment account $133,130.57. Receipts since previous meeting were $4,041.12 which included interest income of $692.37. The Treasurer noted that she needs to get dog license info slips printed up for inclusion with the tax bills. Motion Salzman/Glomski to approve the Treasurer’s report; motion carried.
Clerk’s report: Motion Meyer/Glomski to approve payment of checks #9643 through 9695 which total $52,459.36. Motion carried. The Clerk was directed to amend the budget to indicate the payment for the blacktop roller came from the Equipment Fund.
Assessor’s report: Revaluation in the majority of Sections 1 through 12 in the northern part of the town along with a good portion of Wilke Lake and Sy Lake is essentially complete. The new fire numbers have been very helpful. Picture-taking is done. Work will continue until there is snow cover.
Constable’s report: None.
Visitors’ input: County Supervisor Faye Konen, reported that 15 county highway workers have been called back. County Supervisor Clyde Mueller reported that Manitowoc county has increased the most among the counties in the state.
Building permits #80 through #87 presented by Supervisor Glomski:
Travis Sander – roof for dog kennel
Valeria Nohl – insulate and new blacktop drive
Steve Schultz – renew permit #2008-86
Bruce Gartmann – siding and window replacement
Everett Henning – wood storage area
William Kramer – interior remodeling w/electric
LeRoy Schmitz – new furnace
Tom Hau – insulate & dry wall 2 rooms w/electric
OLD & NEW BUSINESS:
A. Recycling center charges – Per Supervisor Meyer, tipping fees, which are an expense of the recycling center, have increased greatly throughout 2009. Motion Meyer/Glomski to increase the charge for the yellow bags which go into the compactor to $1 each (from 4 for $3) as of 12/1/09. Motion carried. Residents need to keep in mind that there is no cost for depositing cans, bottles, etc. for recycling; they can save money by keeping these items out of the compactor.
B. Meeting posting boards – Motion Meyer/Glomski to approve purchase of 4 new notice boards, including one for a new posting location at Wilke Lake, at a total cost of $1,510; motion carried.
C. LRIP road projects – The town will receive $26,000 in TRIP funds in 2010 and needs to designate by 11/16 the project which will be funded. Motion Glomski/Meyer to designate Meggers Rd south of Hwy X as the project to be funded by the TRIP program; motion carried.
D. Census resolution – Motion Salzman/Meyer to approve the Resolution in Support of Efforts of the U.S. Census Bureau to Obtain an Accurate Count for the 2010 Decennial Census; motion carried.
E. Millhome Dam forward plan – Repair grant was not applied for because no dam failure analysis had been done. Bonestroo is working on a hydroelectric study only. Repair of the dam could cost $150,000. The failure analysis, which could cost $15,000, is required before anything is done. The state would pay in full to take the dam out. If the dam is to be repaired, perhaps it should be paid for by neighboring property owners; this would require creation of another millpond district. A public hearing will be scheduled after the first of the year.
F. Unassigned address signs – Motion Glomski/Meyer to add $45.00 to the cost of a building permit for locations where a new address sign will be required; motion carried.
G. 2010 budget – will be approved after the public budget hearing.
H. Snow removal action plan – Sand and salt are ready to go and equipment is mounted. The grader is to go out for every snowfall, except for when just sanding slippery roads. Plowing will start at 4:00, same as county and surrounding towns. No snow fence will be put up; it’s too costly and hard to put up.
I. Henning Road petition – Petition received requesting the non-public portion of Henning Rd be improved. Right-of-way will need to be acquired. A public hearing will probably be scheduled for January. The petitioners need to be aware that they have to pay the costs of improving the road.
J. Draheim road repair – Mrs. Draheim stated that the road surface was defective before the damage occurred and that’s why it was easily damaged. Consensus of the board is that the road damage done was not normal wear and tear. The clerk was direct to issue an invoice for the balance due.
K. Equipment purchases – Some additional equipment is needed in order for the town to do some small road repairs, such as a a demolition saw/road saw, a skid steer, possibly a trailer for hauling the equipment. Supervisor Glomski will get approximate cost figures for discussion at the next meeting.
L. Glen Flora issues – Mr. Dineen is unable to use his (recreational and ag use) easement because of the work done on Glen Flora Rd according to DNR requirements; he wants a culvert put in to get access to his easement. The DNR will not allow this. He does have access to his property from the other side.
M. Amy Krueger memorial – Motion Glomski/Meyer to contribute $100 to the Amy Krueger memorial fund at Citizens’ Bank; motion carried. Possibility of a something like plaque in the town hall will also be explored. A moment of silence was observed.
N. Re-adopt Ordinances 2009-01 and 2009-02 – The required public hearing was held on the proposed ordinances. Motion Meyer/Glomski to approve No. 2009-01, An Ordinance for Slow, No Wake Operation of Water Craft to Control Weed Distribution. Motion carried. Motion Salzman/Glomski to approve Ordinance No. 2009-02, An Ordinance for Slow, No Wake Operation of Water Craft during High Water Period. Motion carried.
INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. County will not be doing any more bidding for road projects; any work done will be time-and-materials.
B. A board meeting will be scheduled for 11/17 after the public hearing to discuss road ratings.
C. Another accident occurred at Louis Corners Rd/Rockville Rd.
