Special Town Board Meeting – May 13, 2010
MINUTES

The meeting was called to order at 6:30 pm at the Schleswig Town Hall by Chairman Dennis Salzman. Present were Supervisors Joe Meyer and Richard Glomski, Clerk JoEllen Gramling, and Road Superintendent Stanley Bruckner. Chairman Salzman opened bids for various road work projects which had been received from the following firms: Fahrner, Scott Construction, Struck & Irwin, TJS Asphalt, Sheboygan Sand & Gravel, Kiel Sand & Gravel and Northeast Asphalt. The bids will be reviewed and a decision made at a later date. Meeting adjourned at 6:45.

MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of May 6, 2010 and posted at the designated sites on May 10, 2010. Town officials present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner and Assessor Mike Denor.

Motion Glomski/Meyer to accept the agenda as presented; motion carried.

Motion Glomski/Salzman to approve the minutes of the previous regular board meeting on April 8, 2010 as presented; motion carried. In the minutes of special meeting April 15, 2010 as presented by Chairman Salzman, item 12 should be modified to include a second option of patching and chip sealing. Motion Meyer/Glomski to approve the minutes of April 15, 2010, as modified; motion carried. Motion Glomski/Meyer to accept the minutes of the special board meeting of April 20, 2010; motion carried. The minutes of the annual meeting, April 13, 2010, were also presented to the board.

Treasurer’s report: Checkbook balance $44,323.70; mobile home account $1,875.32; tax account $176,275.76; capital outlay account $164,616.45; equipment account $157,652.22. Receipts since previous meeting were $9,682.78 which included interest income of $689.29. The treasurer stated that Manitowoc County is the location of a pilot project requiring internet access for property tax collection. This might cause the elimination of in-person tax collection. As a substitute, a secure drop box could be installed at the town hall. The drop box could also serve to collect fines for tickets issued by the constables. Motion Salzman/Glomski to accept the treasurer’s report as presented; motion carried.

Clerk’s report: Motion Salzman/Meyer to approve payment of checks #9930 through 9980, with the exception of check number 9978 which is to be held pending verification of validity of the claim. Checks approve total $44,919.99. Motion carried. Motion Glomski/Meyer to approve operator’s licenses for Scott Dexter, Tammy Brickner-Dexter and Nathan Paulish (The Cedars) and Tammy Pence and Sarah VanBoxel from Final Lap. Motion carried.

Assessor’s report: Assessor Mike Denor reported that the initial Board of Review was held immediately preceding the meeting and adjourned to Wednesday, Sept. 8, 2010, because the assessment roll is not complete. The revaluation is moving along well. The assessors are sending letters in advance of visiting each home. They hope to have the field work done by early to mid-August. Homeowners can call ahead to schedule an appointment.

Constable’s report: Constable Knauf reported that the tickets for ordinance violations and the parking tickets are done.

Visitors’ input: Joey Edler talked to the board about his variance request which will be dealt with at a future meeting. Jerry Corfman brought up issues surrounding possible purchase of land on Paradise Lane. A meeting of affected property owners was proposed.

OLD & NEW BUSINESS: (Note: Items are reported in the minutes in order as on the original agenda, though the order was different in the actual meeting.)
A. Millhome Dam engineering study – The board has received a draft agreement with Strategic Municipal Systems to be reviewed, and acted on at a subsequent meeting. Borings have begun.

B. Variance request – Wendy Bemis – Variance requested for construction of a house at 19630 Henning Rd., 70’ from Wilke Lake and 7’ from west property line. The Plan Commission approved the request, with the stipulation that a shoreland restoration plan be carried out to offset increased impervious surface of new house. Motion Glomski/Meyer to approve the variance request; motion carried.

C. Variance request – Constance Rusch – Variance request to construct a new 2nd story deck at 10909 Wilke Lake Rd, 33’ from Wilke Lake. The Plan Commission approved the request. Motion Glomski/Meyer to concur with the Plan Commission; motion carried.

D. Emergency Services Report – Motion Meyer/Glomski to report a budgeted base cost for 2010 emergency services of $29,000 in the emergency services report due May 15, 2010. Motion carried. The 2010 budget will need to be officially amended at the next board meeting to reflect the figures in the report

E. Kiel ambulance meeting – At the meeting on 5/10/10, the board learned that the Kiel Ambulance Service is short on both volunteers and money. The plan is to build a new building with living quarters so staff from further away can be attracted. All municipalities served by Kiel Ambulance are going to be asked to contribute $5 per person. This amount could be raised by placing a special assessment on property tax bills. The entire Town of Schleswig is in the Kiel Ambulance district.

F. Town zoning discussion – Manitowoc County will be restructuring its zoning starting summer 2010; this would give towns an opportunity to opt out of county zoning, perhaps the only opportunity in the foreseeable future to have their own zoning. Town zoning could not be less restrictive than county or state zoning but could be more restrictive. The town could not issue a variance to county zoning. A large part of the town is shoreland area which would still be governed by DNR restrictions. These seem to be the areas where most problems arise. There could be substantial cost involved in setting up and administering town zoning. Among the members of the Plan Commission, 3 are strongly opposed to town zoning and 2 are non-committal. Dialogue on the issue will continue.

G. Special meeting to award road work – Scheduled for Tuesday, May 18, at 9:00 a.m. The agenda will also include the Millhome Dam contract and the Joey Edler variance request.

H. Music permit applications – The Cedars Resort – Motion Glomski/Meyer to approve music permits for The Cedars on 7 dates as listed on the permit. The board required that Scott Dexter provide a phone number where he can be reached any time with complaints. Motion carried. The clerk was directed to notify adjoining property owners (Osenga and Diedrich) of the permitted dates.

I. Lance & Holly Dedering land division – The land, at 21527 Town Line Rd, is now zoned prime ag. To create a parcel of 15 acres would require a variance or rezoning. A variance would also be required for road frontage less than the required minimum. No specific request is before the board.

J. Dedication of Amy Krueger memorial – A photo of Schleswig native Amy Krueger, which will be permanently mounted in the hallway of the town hall, was dedicated during the meeting. A large number of people attended the dedication including Amy’s mother and other relatives, and members of the VFW. Musical accompaniment was provided by trumpeter Warren Wirth.
