Regular Monthly Town Board Meeting
March 11, 2010
MINUTES
Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of March 4, 2010 and posted at the designated sites on March 8, 2010. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, and Road Superintendent Bruckner. Town residents and others attending the meeting were asked to place their names on a sign-up sheet.
Motion Meyer/Glomski to accept the agenda as presented; motion carried.
Motion Glomski/Meyer to approve the minutes of the previous regular board meeting on February 11, 2010 as presented; motion carried. Motion Glomski/Meyer to approve the minutes of the special board meeting on February 23, 2010, as presented by Chairman Salzman; motion carried. Motion Meyer/Glomski to approve the minutes of the special board meeting on March 2, 2010, as presented by Chairman Salzman; motion carried. Motion Salzman/Meyer to approve the minutes of the special board meeting of March 9, 2010, as presented by Supervisor Glomski; motion carried.
Treasurer’s report: Checkbook balance $44,486.28; mobile home account $6,492.24; tax account $251,878.55; capital outlay account $138,706.82; equipment account $132,552.59. Receipts since previous meeting were $2,525.13 which included interest income of $1,501.67. The treasurer requested permission to publish a reminder for dog owners in the town to license their dogs. Motion Salzman/Meyer to accept the treasurer’s report and give the requested permission; motion carried.
Clerk’s report: Motion Glomski/Meyer to approve payment of checks #9836 through 9882, totaling $39,408.14 net of the February settlements of $1,586,098.59. Motion carried. Motion Glomski /Meyer to approve operator’s license #70 and #71 to Susan Simonson and Kristie Isaacson (Final Lap); motion carried. The clerk was requested to pencil in numbers for the Emergency Services Worksheet to be discussed at the next meeting.
Assessor’s report: Assessor Mike Denor was unable to attend due to adverse driving conditions but called in a report to Chairman Salzman: They will be out beginning Monday in the area between Point Creek Rd and Rockville Rd to resume the revaluation.
Constable’s report: Constable Shannon: nothing new on Cedar Lake junk issue. Constable Knauf has checked on ticket printing costs. Consensus of the board is that he should go ahead with the low priced vendor.
Visitors’ input: Mike Strebe questioned whether the request for bids for the backhoe should have been published; response from Stanley Bruckner that bids are not required for equipment purchases. Strebe also expressed the opinion that repairs to Millhome Dam should be done but should not be paid for by the whole town. A number of visitors had questions about the Millhome Dam issue. The opinion was expressed that the Historical Society may have something to say about what parts of the dam can be removed.

OLD & NEW BUSINESS:
A. 1) Equipment purchases – Motion Glomski/Salzman to purchase for $1899 a 13 horsepower walk-behind saw and, for an extra charge, an asphalt blade from Lincoln Contractors Supply. Rental would be $100 a day plus additional costs for pickup and delivery, plus cost of lost time. If cuts were made wrong, the saw would need to be rented again. Used saws are very scarce. Motion carried.
2) Driveway ordinance – Supervisor Glomski presented a revised version of the driveway ordinance. The board will continue to discuss the details. The issue will be considered again at the meeting to be held next Tuesday, 3/16.
3) Millhome Dam – Three firms will be submitting plans and prices for dam repairs: Strategic Municipal Services, Bonestroo, and Mead & Hunt. A plan of action will be chosen from among the three.
B. Annual meeting – The Annual Town Meeting will be held on Tuesday, April 13, 2010, as directed by state statute, with agenda similar to last year’s. Supervisor Meyer will report on the recycling center and Supervisor Glomski on building permits. Refreshments afterward will include pizza and desserts.
C. Variance requests –
1) Jerry Faust, Wilke Lake – Variance requested for multiple improvements within the required setback of 75’ from the lake. The Plan Commission recommended: denial of landscape terracing to the lake, with no patio and pavers; approval of the deck addition with a maximum width of 5 feet; approval of the stairs from the deck, and approval of improvement to the concrete stairs that lead to the lake, as needed. Supervisor Glomski stated that another deck, closer to the lake, had been approved in the past. Motion Salzman/Meyer to accept the recommendations of the Plan Commission. Motion carried on a vote of two for, one against.
2) Michael Rach, Wilke Lake – Variance request to construct a home replacing existing mobile home, within the same footprint as the mobile home, within the required 75’ setback from the lake. The Plan Commission recommended approval of the request. Motion Meyer/Salzman to accept the recommendation of the Plan Commission; motion carried.
3) Pawasarat & Quinn, Cedar Lake – Variance requested to construct a2-story addition within the required 75’ setback from the lake. The Plan Commission recommended approval of the variance request. Motion Salzman/Meyer to accept the Plan Commission’s recommendation; motion carried.
D. Discuss police protection – Chairman Salzman met with the Kiel Police Department to discuss municipal court maters. He reported that the KPD answers most of the emergency calls in this part of the county; they answered some 110 calls in the past year, including many on the state highway. They would be willing to provide traffic enforcement as well as police protection for the town. The state norm is one officer per 1,000 population, at a cost of $80,000 per year. Chairman Salzman will also discuss the matter with the County Sheriff’s Department, from which we’ve been getting extra attention since we made the patrol agreement with them. The board will discuss this at a future meeting.
E. WAPA conference – Asphalt Pavement Seminar to be held on Thursday, April1.
F. Eliminating second constable – Chairman Salzman intends to propose elimination of the town’s second constable at the upcoming annual town meeting. The town could appoint a person or multiple persons to enforce town ordinances, without these persons being formal constables. The Sanitary District is looking at taking over the responsibility for the lake patrol.
G. Switch to appointed clerk & treasurer – Chairman Salzman expressed a desire to change the offices of clerk and treasurer to appointed positions rather than elected ones, as they presently are. This would have to be approved at a referendum, to be held in the fall if authorized at the upcoming annual town meeting. The next step then would be to combine the two positions.
INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. A program is available for the town to sponsor well water testing.
B. WTA meeting next Thursday, 3/18/10.
C. Weight limits will go on the roads Monday (3/15/10)
D. Giant hogweed: Tom Ward, Invasive Species Coordinator with the County Lakes Association, reported that giant hogweed is growing in several areas of the town. A descriptive flyer was passed out.
