Regular Monthly Town Board Meeting
June 10, 2010
MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of June 3, 2010 and posted at the designated sites on June 8, 2010. Town officials present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner and Assessor Joe Denor.

Motion Meyer/Glomski to accept the agenda as presented; motion carried.

In the minutes of regular board meeting of May 13, 2010, the next to last sentence in Item E should be modified to indicate that other options also exist. Motion Glomski/Salzman to approve the minutes of the regular board meeting on May 13, 2010 as modified; motion carried. Motion Salzman/Glomski to approve the minutes of the special board meeting of May 18, 2010, as presented by Supervisor Meyer; motion carried.

Treasurer’s report: Checkbook balance $70,252.71; mobile home account $2,344.15; tax account $121,473.34; capital outlay account $164,763.70; equipment account $155,790.94. Receipts since previous meeting were $11,157.34 which included interest income of $483.55 and the recycling grant of $6,346.29.

Clerk’s report: Motion Salzman/Meyer to approve payment of checks #9981 through #10012, which totaled $70,547.61. Motion carried. Check #9978, which was presented but not approved at the previous meeting, is to be voided. Motion Salzman/Glomski to approve operator’s licenses #1 through #54, list attached, for the period July 1, 2010 through June 30, 2011. Motion carried.

Assessor’s report: Assessor Joe Denor reported that, with a few exceptions, all homeowners on and north of Rockville Rd have been contacted regarding revaluation. Also Sections 23 and 24 around Cedar Lake have been contacted or will get letters soon. This leaves only the area south of Mueller Rd, which should be completed by mid to late July. Notices of changed assessment will go out by mid-August to early September.

Constable’s report: Parking tickets are being issued.

OLD & NEW BUSINESS:
A. Millhome Dam discussion – The board has signed the contract with Strategic Municipal Systems. Borings are to begin the week of June 28th, along with inspection of the downstream side of the dam. The State of Wisconsin will no longer conduct dam inspections; it will now be the town’s responsibility to hire engineers for this function. A schedule of when inspection is required will be received by mid-July. Another meeting with residents is proposed for early fall.

B. Road work update – Mueller Rd patching is done; slurry sealing is done on several roads. Northeast is thinking mid to end July for Meggers Rd. Scott is thinking of the same time frame for Glen Flora. Discussion of options for work on Meggers Rd.

C. Town zoning discussion – Questions that need to be answered: 1) Assuming the town writes its own zoning ordinance, what will be the cost of hiring attorney to review it? May be possible to get a sample ordinance from an engineering firm or attorney. Per plan commission chair Melvin Waack, Bay-Lakes might not continue to exist because revenues will be severely reduced when Brown County, now the source of 43% of their revenues, drops out. 2) What record-keeping, committees and personnel will be needed? 3) A subdivision ordinance should probably be adopted in any case.

D. Henning Road update – Scott Schramm has completed preliminary work such as staking out lot corners. Tentative plans for the board to meet with Schramm on July 28 at 2 p.m., followed by the second meeting with property owners tentatively on August 5 at 7 p.m. at the town hall.

E. Approve liquor license renewals - Motion Glomski/Meyer to approve renewal alcohol beverage licenses for Badger Creek, The Cedars, Final Lap, Hennings’ Cheese, Millhome Supper Club, Kiel Fish and Game, Larry’s Good Time Inn and Schlingo’s Rockville Tavern. All applications were for the same licenses and premises descriptions as previously held. Motion carried.

F. Liquor license fees – Motion Glomski/Meyer to hold liquor and cigarette license and associated fees at the present level; motion carried.

G. Scott Otterson variance request to construct retaining walls at 18107 Klemme Rd, ranging from 12” to 24” wide, at various distances within the 75’ setback from Cedar Lake; also fencing and a small shed for storage of boating equipment. The Plan Commission approved the request, with the stipulation that the storage shed not be a permanent structure. Motion Glomski/Meyer to concur with the Plan Commission’s approval and stipulation; motion carried.

H. Amend 2010 budget – Motion Glomski/Meyer to approve Resolution #2010-02 changing the 2010 budget. Motion carried.



INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. County unit meeting June 17 will include resolutions session.
B. Discussion of Kiel Ambulance Service
C. Supervisor Meyer on Rockville Millpond Management District meeting: They have retired their debt and acquired an easement for permanent access to the dam.
D. Deck of bridge on Rockville Rd has holes and will need work soon.
E. Possibility of rumble strips on Lax Chapel Rd where two fatalities occurred.
F. Crosswalk sign installed at The Cedars.

Motion Glomski/Meyer to adjourn; motion carried. Meeting adjourned at 8:10 p.m.
