Regular Monthly Town Board Meeting
July 9, 2009
MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of July 2, 2009 and posted at the designated sites on July 6, 2009. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner, and Assessor Mike Denor.

Motion Glomski/Meyer to accept the agenda as presented; motion carried.

Motion Meyer/Glomski to approve the minutes of the Regular Town Board Meeting of June 11, 2009 as presented; motion carried. Motion Glomski/Meyer to approve the minutes of the Special Board Meeting of June 22, 2009 as presented by Chairman Salzman; motion carried.

Treasurer’s report: Checkbook balance $30,850.26; savings CD $19,752.27; mobile home account $2,319.59; tax account $146,870.53; capital outlay account $129,891.07; equipment account $136,543.29. Receipts since previous meeting were $62,405.61 which included interest income of $726.10, transportation aids of $28,204.96 and reimbursement of Glen Flora expenses of $20,800. The Treasurer reported that the savings CD will come due on July 13; if renewed, it would earn interest of .6% Motion Glomski/Meyer to authorize the treasurer to not renew the CD and move the money into the tax account where it will earn 2+%; motion carried. Motion Meyer/Glomski to approve the Treasurer’s report; motion carried.

Clerk’s report: Motion Glomski/Meyer to approve payment of checks #9458 through 9509 which total $31,976.33. Motion carried. Motion Glomski/Meyer to approve Operators’ Licenses 55 through 64, for Mike Kralovetz (Larry’s), April Maxey, Elizabeth Miller, Renea Vorpahl, Kari Ausloos, and Jami Ehlenbeck (Badger Creek), Jon Roelse (Kiel Fish & Game) John Groh, Jannell Rachu, and Debra Carlson (Final Lap). Motion carried.

Constable’s report: None

Visitors’ input: Adam Backus from Manitowoc County spoke in support of an ordinance prohibiting power loading of boats at county boat landings. For efficient enforcement there should be local ordinances as well as a county one.

Motion Meyer/Salzman to approve the building permit report as presented; motion carried.

OLD & NEW BUSINESS:
A. Discuss/revise insurance coverage - Motion Meyer/Salzman to revise the Town’s insurance policy effective immediately with deductible increase to $2,500 and coverage values increased per Rural Insurance quote of June 22. The annual premium will increase by about $800 to $12,713. This includes revised coverage values for Sanitary District 1 as well as for the Town, but coverage values for Sanitary District 2 are still under discussion and remain the same for the present. Motion carried.

B. Glen Flora status – Work is underway. A large change order will be required because of the need to dig down 12’ instead of 3’ as originally planned. Fill from Jacques’ nearby bean field will be needed and he will be reimbursed for his crop loss at a rate yet to be determined. Other change orders have been small in effect.

C. Cedar Terrace project status – Work to begin soon.

D. Guardrail at The Cedars – The property owner has requested that a piece of guard rail which serves no purpose be removed to facilitate lawn mowing. Large rocks placed in the right of way by the property owner to prevent parking on the lawn may cause problems with snow removal. The board will meet on site with the property owner to look over the situation.

E. Guardrail S. Cedar Lake Rd – Funding may be available from the state for installing a guardrail to improve safety on the west side of S. Cedar Lake Rd. (about ¾ mile south of Cedar Lake) where the land drops off very steeply, as recommended by the county sheriff. A guard rail may potentially cause problems with snow removal and with farm equipment which takes up the entire width of the road; also guardrail may be expensive to maintain. The Board will make a list and prioritize other places in the Town which may be as bad. Motion Meyer/Glomski to go ahead with the application for funding which is due by the end of July; motion carried.

INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. Only two landowners (Koenigs and Neumeyer) have not yet paid anything on the Glen Flora project.
B. Two sheriff’s patrol in June wrote 8 tickets and 5 tickets respectively. The tickets can’t yet be processed through the Town’s court, per Manitowoc County Corp. Counsel.
C. On next month’s agenda will be the adoption of an ordinance officially sanctioning all speed zones.
D. Town Assessor Mike Denor reports that work has started on the revaluation. He is now setting up statistical models and will soon begin going through homes starting in Sec. 1. He’ll do the lake areas starting next May and into the early summer. He hopes to get possibly 1/3 done in 2009. Next Board of Review will tentatively be held in August, 2010.
E. Chairman Salzman is compiling a list of our five top priority community development projects for Bay-Lakes Regional Planning Commission, starting with Millhome Dam, Meggers Rd, Fish & Game Rd and other road projects.
F. Salt delivery will be taken in September.
G. Supervisor Meyer reports that the Town’s Smart Growth plan is substantially complete. The complete plan will soon be available for review by the public, and public input will be received at an open house/public hearing on Aug. 27. (See www.townofschleswig.com for details and current status!)
