Regular Monthly Town Board Meeting
July 14, 2011
MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been posted at the designated sites on July 8, 2011. Town officials present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Wielgosh, Treasurer Vondrachek, and Road Superintendent Bruckner.

Motion Meyer/Glomski to accept the agenda as presented; motion carried.

Motion Salzman/Meyer to approve the minutes of the regular board meeting of June 9, 2011 as presented; motion carried.

Treasurer’s report: Checkbook balance $88,148.64; mobile home account $2,835.59; tax account $84,819.65; capital outlay account $192,640.59; equipment account $111,574.42; Receipts since previous meeting were $41,555.02 which included interest of $414.01.

Clerk’s report: Motion Glomski/Meyer to approve payment of checks #10579 through #10624, which totaled $88,637.85; motion carried. Motion Salzman/Meyer to approve operator’s licenses for the following: Tammy Dessart, Raymond L. Brickner III, Tammy Brickner-Dexter, Scott W. Dexter, Haleigh Lynn Lulloff, Alicia Stoller, Paul Bellin, Deborah Kienbaum; motion carried.

Assessor’s report: None.

Constable’s report: None.

Visitors’ input: Emily Matthews questioned why Road Superintendant Stanley Bruckner’s opinion on road repairs was minimized at the last board meeting and questioned the Constable’s authority for delegating issuance of parking citations from the June 2011 Regular Board Meeting.

OLD & NEW BUSINESS:
A. Elderly Transportation – Linda Grider , Mobility Manager, from the Manitowoc County Aging & Disability Resource Center gave a presentation on the transportation services that are available to elderly or disabled individuals in Manitowoc County who do not have access to public transportation.

B. Variance Requests –Motion Glomski/Meyer to concur with the recommendation of the Planning Commission for the variance request for Jason & Amy Unger; motion carried. Motion Meyer/Glomski to concur with the recommendation of the Planning Commission for the variance request for Frank & Leah Baur; motion carried.

C. Turtle Bay Variance Issue – Planning Commission voted to have patio material removed. Motion Meyer/Glomski to follow Plan Commissions recommendation to remove patio material; motion carried. Chairman Salzman will meet with Manitowoc Planning Commission to find out what can be done to resolve this issue.

D. Road Work Update/Status/Action Items - Greendale road is ready for Scott Construction to do the patch work. Fish & Game Road is completed; Struck & Irwin has slurry sealed Lax Chapel Road from Rockville Road south and will be returning the week of the 25th to put the final coat on Lax Chapel north of CTH X. The Town is waiting to hear from Scott Construction when they will do their chip seal on Wilke Lake Road, the overlay on Townline Road and repair the patch on Greendale Road.

E. Millhome Dam Status – There will be a Special Town Meeting on July 26th at 7:00 p.m. called by Josh McDole on behalf of the property owners. This is an informational meeting and the petition that McDole has drafted will be circulated in hopes of getting 51% of signatures that are needed. Chairman Salzman received notice that another 3 ½ million dollars is available from the state for dam repairs. One of the pre-requisites for the grant is to have a dam failure analysis which we do not have. Engineer Schramm and Chairman Salzman are following up on this to find out whether or not we should file an application for these funds. Motion Glomski/Meyer to authorize Engineer Schramm to do engineering tests on the clay for the dam.

F. Manitowoc County Towns September Meeting – Meeting of Manitowoc County Towns Association will be held at the Town Hall on Thursday, September 15, 2011 with a meal of pizza, coleslaw and desserts served at 7:00 p.m.

G. Adjust Parking Ticket Charge – Motion Salzman/Meyer to increase parking ticket charges as follows: $35.00 if paid within 72 hours; $60.00 if paid after 72 hours; $80.00 if second offense.

H. Discuss/Modify Building Permit Conditions/Fees – Supervisor Glomski to meet with building inspector Paul Hermes on changes to conditions and fees and will be discussed in September again.

I. Reduce Speed Limit on Meggers Road Next to City Limits – Chairman Salzman recommends dropping the speed limit on Meggers Road southbound to 25 m.p.h.by moving the current sign back to between Schmitz & Kuester at 14056 and putting another 25 m.p.h sign between Mogenson & Dickrell to reinforce the drop to 25 m.p.h. Across from Anhalt the 25 m.p.h sign going in the other direction is hidden by brush which needs to be cleared out. Another 25 m.p.h sign would go across from Pethan which would reinforce the 25 m.p.h going out past the soccer field. Chairman Salzman will talk to the City of Kiel regarding changing speed limit signs.

J. Grader Tires – Due to a mishap, the grader tire needed replacement immediately and Chairman Salzman recommends putting another radial tire on the front. The tires are $300 a piece excluding installation.

Miscellaneous Reports

1. Chairman Salzman obtained a copy of a petition from The Cedar Lake Improvement Association meeting which has 57 signatures unanimously supporting Ray Brickner and his activities at Cedar Lake Resort.
2. Sheriff’s Department did two patrols in the month of June and wrote six citations.
3. The state has advised Chairman Salzman that the town has a new salt contract with a price of $50.47 a ton; the supplier being North American Salt Company.
4. Supervisors Meyer and Glomski to register for Government Grants and Program Assistance Conference held on August 15, 2011.

K. Convene in Closed Session – Pursuant to Section 19.85 (1) (a)-(j), Wisconsin Statues to discuss personnel issues.

L. Reconvene in Open Session.

Motion Glomski/Meyer to adjourn; motion carried. Meeting adjourned at 9:15 p.m.
