Regular Monthly Town Board Meeting
January 14, 2010
MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of January 7, 2010 and posted at the designated sites on January 11, 2010. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner and Assessor Mike Denor.

Agenda: Supervisor Glomski stated that the word “pass” should be removed from Item G in the agenda. Motion Meyer/Glomski to accept the agenda as amended; motion carried.

Motion Glomski/Meyer to approve the minutes of the Regular Town Board Meeting of December 10, 2009 as presented; motion carried.

Treasurer’s report: Checkbook balance $41,835.68; mobile home account $5,554.58; tax account $1,089,321.74; capital outlay account $102,694.23; equipment account $132,293.73. Receipts since previous meeting were $32,801.57 which included interest income of $660.01 and transportation aids of $28,847.06. Motion Meyer/Salzman to approve the Treasurer’s report; motion carried. Motion Salzman/Glomski to authorize payments of tax refunds of $7,956.97; motion carried.

Clerk’s report: Motion Glomski/Meyer to approve payment of checks #9736 through 9795 which total $17,605.43. Motion carried. The Clerk was directed to submit the Motorola payment of $2,271.84 (ck. #9777) to Nancy Crowley at Manitowoc County for 80% reimbursement, along with the yet-to-be-received bill from Frank’s Radio for installation. Motion Salzman/Meyer to approve operator’s license #68 to Charles Fett (Badger Creek); motion carried. The Board agreed by consensus to the Clerk signing the Memorandum of Understanding from Christina Hill for takeover of SVRS provider responsibilities.

Assessor’s report: Assessor Mike Denor reported that they’ve stopped going door to door until the snow is gone, probably about mid to late March. Sections 1 to 12 are complete. They’ll start next with Sections 13 to 24.

Constable’s report: Constable Richard Shannon reported that not much progress has been made on the Kessler property clean-up since the warning he was given on 11/17. There are still 15 cars, 6 or 7 trailers and 6 boats on the property. Now the ticket is in the mail to him. The Humane Society animal shelter is still accepting animals, so it’s business as usual with strays.

Visitors’ input: Question regarding vehicles pulling people on snowboards on lakes: Evidently not prohibited by town ordinance. Question regarding fishing tournament on Cedar Lake: No town permit required. Question regarding giving copies of sesquicentennial booklet to the Manitowoc Heritage Center: OK to give them approximately 30 copies.

OLD & NEW BUSINESS:
A. New copier - Motion Glomski/Meyer to purchase a new Toshiba copier with document feeder and two-sided copying from Ross Imaging, Inc for $1,030, net of trade-in; motion carried.

B. Schedule joint meeting with Plan Commission – This will be done at the February meeting, hopefully scheduling the joint meeting for some time in March.

C. Equipment to purchase – Supervisor Glomski found the following approximate costs: backhoe attachment for tractor, $3,500 to $5,000; backhoe complete unit, $10,000 to $14,000; skidster (bobcat type), $10,000 used, $21,000 new; road saw, $1,850 new, no used available now; trailer $5,000 new. The board decided to look for a deal on a road saw and to develop specs for possibly getting a bid on a backhoe.

D. Music permit for The Cedars – Motion Salzman/Glomski to approve The Cedars’ plan for a disc jockey in the pavilion and on the ice on 1/31/10, hours noon to 5 p.m.; motion carried. The Cedars will submit the written application.

E. Discussion of 1/10 Wilke Lake home fire – (Note: This item was discussed first at the meeting.) Present were two member of Kiel Fire Department. They were thanked for the exceptional job they did in fighting a challenging fire. Road access to the burning home was a problem, but fortunately not many cars were parked in the way. Suggestions for improvement include acquiring a tracked-type vehicle for access to more remote areas and installing a “dry hydrant” so that lake water could be used for fire fighting. Motion Glomski/Meyer to approve the Fire Department’s request for $800 to $1,000 to modify their equipment to mount large diameter hoses on the side; motion carried. The parking area needs to be kept plowed open for ice fisher parking, and parking regulations then need to be enforced and additional no-parking signs erected.

F. Review draft of driveway ordinance – Chairman Salzman edited and added some specifications to the basic WTA driveway ordinance. Discussion concerned whether such an ordinance could and should be applied retroactively, requiring existing driveways to be brought up to a new standard, and whether existing private roads would be considered driveways under the ordinance. Legal opinion may be sought. The issue will be reconsidered next month.

G. Resolution opposing county assessment – Motion Glomski/Meyer to approve a letter opposing the Wisconsin Department of Revenue proposal to change from current local municipal assessment to county assessment of real and personal property. Motion carried. The letter will be sent to the governor, local legislators and the DOR.

H. Discuss outcome of 1/12 Millhome Dam meeting – It was clear at the meeting that neighboring property owners want the dam repaired. A question to be addressed is: How much should the town do? Should the whole matter be turned over to a commission? The first step will be an engineering study to determine what needs to be done.



INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. The hydroelectric feasibility study seems to indicate that the Millhome Dam could only generate 150KW of electricity, enough for about one house. No contractor will do the work for such a small payback.
