Regular Monthly Town Board Meeting
January 12, 2012
MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been posted at the designated sites on January 9, 2012. Town officials present for the meeting were Chairman Salzman, Supervisor Meyer, Clerk Wielgosh and Treasurer Vondrachek.

Motion Meyer/Salzman to accept the agenda as presented; motion carried.

Motion Meyer/Salzman to approve the minutes of the regular board meeting of December 8, 2011 as presented; motion carried.

Treasurer’s report: Checkbook balance $1,437,505.68; mobile home account $5,671.02; tax account $570,562.59; capital outlay account $193,646.03; equipment account $108,063.86; Receipts since previous meeting were $35,575.01 which included interest of $596.99.

Clerk’s report: Motion Meyer/Salzman to approve payment of checks #10842 through #10893, which totaled $1,435,061.47; motion carried.

Assessor’s report: None.

Constable’s report: None.

Visitors’ input: None.

Building permits #2011-74 through #2011-75 as presented by Treasurer Vondrachek:

OLD & NEW BUSINESS:

A. Order No Parking Signs for Cedar Lake Boat Landing –. Motion Salzman/Meyer to approve ordering and posting No Parking signs. Signs will be put up at Cedar Lake Boat landing and now also at Wilke’s Lake from Point Creek to the boat landing on both sides of the road. Attorney Reynolds is working up and ordinance that will need to be passed next month.

B. Adjust Speed Limit to 45 m.p.h. at South Cedar and Mueller Road – Motion Salzman/Meyer to drop the speed limit from 55 to 45 m.p.h. on south Cedar Lake Road; motion carried. The Board will continue to work on improving the visibility on the curve.



C. Municipal Court Developments – Attorney Reynolds is drawing up the resolution that the Town of Schleswig and the City of Kiel needs to pass so the multi-jurisdictional court can be created. The Town of Schleswig will be billed only for actual costs on a quarterly basis for municipal court services.

D. Millhome Dam Reports – Josh McDole has indicated via e-mail to Chairman Salzman that the petition is complete as well as all the paperwork and maps required. McDole is continuing to obtain signatures for the petition. The dam failure analysis was approved and will be completed in April/May at which time the Town Board will require a response as to the formation of the Millpond District.

E. Ambulance Subsidy Adjustment – The Kiel City Council has tabled upgrading to paramedics until June and as a consequence they are reducing the ambulance subsidy requirement to $3.25 instead of $3.75 per capita.

F. Terminate Boat Landing Curve Federal Grant – Motion Salzman/Meyer to terminate the boat landing curve federal grant project; motion carried. The engineering and overhead costs would exceed what is spent on the roadwork.

Miscellaneous Reports

1. Joint powers agreement pertaining to the dispatching of emergency services within Manitowoc County was signed.
2. Town zoning vs. county zoning will be addressed in February.
3. Ordinances need to be updated.


Motion Meyer/Salzman to adjourn; motion carried. Meeting adjourned at 7:26 p.m.
