Regular Monthly Town Board Meeting
February 11, 2010
MINUTES

Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of February 4, 2010 and posted at the designated sites on February 8, 2010. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner and Assistant Assessor Joe Denor. Town residents and others attending the meeting were asked to place their names on a sign-up sheet.

Motion Glomski/ Meyer to accept the agenda as presented; motion carried.

In the minutes of the Special Town Board Meeting of January 12, 2010, the fourth sentence of the third paragraph should end after “…approximately $65,000”; the words starting with “but” to the end of the sentence should be deleted. Motion Glomski/Meyer to approve the minutes as corrected; motion carried.

Corrections to the minutes of the preceding regular Board meeting on January 14, 2010: Under Building Permits, the second building permit should read “Richard Glomski – replace furnace”; In the last sentence of Item E, the work “fisher” should be replaced with the word “fishermen”. Motion Glomski/Salzman to approve the minutes of the Regular Town Board Meeting of January 14, 2010 as corrected; motion carried.

Treasurer’s report: Checkbook balance $3,314.40; mobile home account $5,554.58; tax account $1,866,414.43; capital outlay account $102,796.22; equipment account $132,425.61. Receipts since previous meeting were $3,578.58 which included interest income of $1,540.33. The treasurer reported that all the Glen Flora special assessments have been paid but some of the $28 special assessments for the address signs are included in accounts which are delinquent. The Board approved by consensus payments of tax refunds of $229.70

Clerk’s report: Motion Meyer/Salzman to approve payment of checks #9796 through 9835. Motion carried. The Clerk was directed to submit the Motorola payment of $2,271.84 (ck. #9777) to Nancy Crowley at Manitowoc County for 80% reimbursement, along with the yet-to-be-received bill from Frank’s Radio for installation. Motion Salzman/Meyer to approve operator’s license #69 to Julie Delgnan (Badger Creek); motion carried.

Assessor’s report: Assistant Assessor Joe Denor reported that they will start going to homes again about mid-March. The Department of Revenue has scrapped the idea of having assessments done at the county level, though the idea of assessors getting together and cooperating makes sense.

Constable’s report: Constable Knauf has checked on ticket printing costs. Constable Shannon reported no improvement on the Kessler property, so the ticket was in the mail; to appear in Schleswig municipal court on March 17th.

Visitors’ input: Gary Vondrachek reported some comments he heard while collecting taxes: Some people can’t read the tax bill; compliments received on town snowplowing. He also reported that some equipment for road repair (e.g. road saw) can be rented very economically, and the Town of Meeme has a roller they don’t use and would sell.

Building permits #2010-1 through #2010-3 presented by Supervisor Glomski:
Fred Muermann – interior remodel and porch
Pam & Jeff Klotz – interior, finish front door and kitchen
Alastair & Emily Matthews – solar panels and HVAC

OLD & NEW BUSINESS:
A. Equipment purchases – Responses were received from all 5 firms which were invited to provide a price for the Bradcoe 3511 backhoe. Motion Glomski/Meyer to purchase the backhoe from the low bidder, Service Motors. Motion carried. Supervisor Glomski got prices on a new walk-behind concrete/asphalt saw in the $1,899 - $2,300 range. If the saw was rented, it would still be necessary to purchase the correct blade. Used ones do not cost much less, so a new one if purchased could be re-sold in a few years with little money lost. The Board will also check on rental prices and availability, with the thought that it could be rented for a day or two and get all necessary cutting done in that time. The topic will be reconsidered next month.

B. Millhome Dam repair update – Meeting tentatively scheduled for Tuesday, 2/23 at 1:30 for engineers to come and discuss the proposed dam repairs.

C. Continue driveway ordinance discussion – Under discussion is an ordinance which would require driveways to be constructed so as to allow access by emergency vehicles. The ordinance could be written to apply only to new construction or could be applied retroactively to existing driveways. Denial of a building permit would be effective enforcement for new construction. For existing driveways, the Towns’ Association suggests sending a letter to homeowners whose driveways don’t comply, explaining that the town can’t supply fire protection because of their driveway. When more than one home is located on a single driveway, a court order could be obtained. The town is required to supply fire protection but is not legally liable if fire truck access is not possible. The big question seems to be whether the town has the authority to enforce a driveway ordinance on private property, or whether it should remain a matter of personal choice. A related question is whether private roads are to be considered driveways for purposes of the ordinance. The town has approximately 160 residences on private roads. Some towns require private roads to be up to town standards.

D. Variance requests –
1) Jerry Faust at 10531 Glen Flora Rd – variance request for landscape work at 8’ to 11.5’ from Wilke Lake. The Plan Commission recommends denial with the stipulation to allow improvement under deck and repair of existing wall.
2) Henning Cheese variance request to relocate emergency generator within 60’ from centerline on Point Creek Rd. The Plan Commission recommends approval.
Motion Glomski/Meyer to concur with the Plan Commission on both requests (deny Faust with stipulation; approve Henning Cheese). Motion carried The Plan Commission wants to meet jointly with the board on Tuesday, March 2, at 6 p.m.


E. Class “A” Beer license application for Henning Cheese Store – The application was received by the clerk on 1/18/10 and was published as required. Motion Meyer/Glomski to approve the application; motion carried. The Board decided to charge a fee of $75 for the Class “A” Beer license, to be prorated for the remaining balance of the license year.

F. Sy Lake Camper Residence – Someone is living in a camper-trailer on the Jim Rehme property with no plumbing or septic system. Manitowoc County has said this situation must cease, since the property is zoned for only one residence.



INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. The clerk was directed to send registered letters to 20 property owners adjoining Henning Road, informing them of a meeting scheduled for March 16 at 7 p.m. The letters must go out by Tuesday 2/16.

Motion Salzman/Meyer to adjourn; motion carried. Meeting adjourned at 9:05 p.m.
