Regular Monthly Town Board Meeting
December 10, 2009
MINUTES
Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of December 3, 2009 and posted at the designated sites on December 8, 2009. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, and Road Superintendent Bruckner.
Motion Glomski/Meyer to accept the agenda as presented.
Motion Salzman/Glomski to approve the minutes of the special Town Board Meeting of November 17, 2009 as presented; motion carried. Motion Meyer/Glomski to approve the minutes of the Public Budget Hearing and Special Town Meeting of the Electors of November 17, 2009; motion carried.
Correction to minutes of the previous regular board meeting, November 12, 2009: Per Chairman Salzman, Item C under Information Items should refer to So. Cedar Lake Rd/Rockville Rd rather than Louis Corners Rd/Rockville Rd. Motion Salzman/Meyer to approve the minutes of the Regular Town Board Meeting of November 12, 2009 as corrected; motion carried.
Motion Salzman/Glomski to approve the minutes of the special Town Board Meeting of November 6, 2009, as presented by Chairman Salzman; motion carried. Motion Glomski/Meyer to approve the minutes of joint Town Board/Plan Commission meeting of October 24, 2009, as presented by Plan Commission Chair Melvin Waack; motion carried.
Treasurer’s report: Checkbook balance $18,717.05; mobile home account $5,090.33; tax account $86,819.64; capital outlay account $102,567.07; equipment account $133,328.44 Receipts since previous meeting were $41,911.85 which included interest income of $490.09 and shared revenue of $37,964.10. The Treasurer indicated that tax bills will be mailed tomorrow (12/11/09). Motion Meyer/Salzman to approve the Treasurer’s report; motion carried.
Clerk’s report: Motion Glomski/Meyer to approve payment of checks #9696 through 9735 which total $17,605.43. Motion carried. The Clerk noted that the copier is in increasingly bad shape and will need replacement soon; this will be discussed at the next regular board meeting.
Assessor’s report: Assessor Mike Denor reported, by e-mail, that they are still doing appointments for the revaluation but expect to be halted soon by weather.
Constable’s report: Constable Richard Shannon reported that he visited the Art Kessler property on Cedar Lake and found 15 vehicle bodies, 12 trailers, 6 boats, etc. He will issue a citation if the situation is not improved by 12/17/09.

OLD & NEW BUSINESS:
A. Henning Road – In response to a Board proposal to schedule a public hearing on the Henning Road matter sometime in January, a visitor suggested that the meeting should be held later in the year, perhaps in May, when summer residents have returned. Another visitor disagreed, saying the sooner the meeting is held, the better. Decision by consensus of the board is to hold a public hearing on Tuesday, March 16, 2010, at 7 p.m. The meeting will be a brainstorming session; decisions won’t be made at that time. Another hearing will be held possibly in July.
B. Equipment to purchase – A portable saw is not the answer; it should be a walk-behind. To be placed on January agenda.
C. Driveway ordinance – The driveway ordinance recently adopted by the Town of Meeme can be used as a starting point. Copies of the driveway ordinance from the WTA web site will be provided by the Clerk to the Board.
D. Approve poll workers – Motion Meyer/Glomski to approve the list of poll workers provided by the Clerk (copy attached) for the 2010-2011 election cycle; motion carried.
E. Approve 2010 budget – Motion Glomski/Meyer to approve the summary of the 2010 budget as provided by the Clerk (copy attached); motion carried.
F. Schedule hearing for Millhome Dam repair discussion – Consensus decision of the Board is to hold a public hearing on Jan. 12, 2010, to discuss the future of the Millhome Dam and possible formation of a special district to pay for repairs, cost of which is roughly estimated at over $150,000. Notice of the hearing to be published and also mailed to potentially affected residents. A dam failure analysis, at a cost estimate of $15,000, is needed.
G. Variance request – Mark Schnell of 21410 Schreiber Rd has requested a variance to construct a 26’x30’ garage at 92’ from the centerline of CTH X. The Plan Commission recommends approval. Motion Glomski/Meyer to concur with the Plan Commission and approve the request; motion carried.
H. Schedule joint meeting with Plan Commission – Scheduling postponed to next month.
I. Radio grant status – A federal grant has been received for purchase of two new radios, with a cost to the Town of approximately $600. A decision will be made by the end of December on which two radios to replace.
J. Approve 2009 Budget amendment – Motion Glomski/Meyer to approve Budget Resolution 2009-03; motion carried.
INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. New electronics recycling legislation goes into effect 1/1/10 requiring electronics manufacturers to pay part of cost of recycling electronics. We will continue recycling electronics as we do now. To change at this point would require much paperwork and not much revenue for our contractor Earthwise.
B. Louis Corners Snobirds have scheduled recliner races on Cedar Lake for 1/31/10. There may be music.
