Regular Monthly Town Board Meeting
April 8, 2010
MINUTES
Meeting called to order by Chairman Salzman at 7:00 P.M. at the Schleswig Town Hall. Notice of the meeting had been published in the Tri-County Record of April 1, 2010 and posted at the designated sites on April 5, 2010. Present for the meeting were Chairman Salzman, Supervisor Glomski, Supervisor Meyer, Clerk Gramling, Treasurer Vondrachek, Road Superintendent Bruckner and Assessor Mike Denor.
Motion Meyer/Glomski to accept the agenda as presented; motion carried.
Motion Salzman/Glomski to approve the minutes of the previous regular board meeting on March 11, 2010 as presented; motion carried. Two typos were corrected in the minutes of March 16. Motion Salzman/Meyer to approve the minutes of the meeting regarding Henning Road on March 16, 2010, as corrected; motion carried.
Treasurer’s report: Checkbook balance $33,446.42; mobile home account $6,963.39; tax account $256,012.00; capital outlay account $138,850.09; equipment account $130,368.59. Receipts since previous meeting were $34,700.19 which included interest income of $456.88 and transportation aids of $28,847.06. The treasurer reported that the payment for the road saw was taken out of the equipment fund.
Clerk’s report: Motion Glomski/Meyer to approve payment of checks #9883 through 9929, totaling $32,718.56. Motion carried. The clerk also relayed correspondence praising the road crew’s mal
Assessor’s report: Assessor Mike Denor reported that they’ve been back working on the revaluation for about the past 10 days in sections 1 to 12. Letters are being sent to properties in sections 13 to 17. The north half of the town will be done in about a month. During the period between Memorial Day and Labor, the focus will be on the area around Cedar Lake. Letters will go out to those properties in mid-May. Assessor Denor suggested convening the Board of Review immediately before the next regular board meeting on May 13; since the revaluation is still underway the BOR would then be adjourned to a date to be determined.
Constable’s report: Constable Knauf is waiting for the new tickets. Constable Shannon reported a call on a resident with 35 cats and several dogs with potentially harmful ammonia readings.
Visitors’ input: Mike Strebe expressed the opinion that the town officials should not receive a pay increase because the town can’t afford it.

OLD & NEW BUSINESS:
A. Annual meeting – salary adjustments? - Chairman Salzman presented a salary survey which indicated that Schleswig officials’ pay is well below that of the other Manitowoc County towns of similar size. The issue is to be brought up at the annual meeting. The agenda for the annual meeting will be similar to past meetings.
B. Millhome Dan engineering discussion - A proposal has been received from Mead & Hunt with a cost of $14,000. Perhaps the next step is to meet again with the property owners before deciding on a course of action. An inspection is needed but the board thought perhaps the dam failure analysis might not be the first priority; the DNR will require one at some point. The board is uncertain of what needs to be done. Consensus of the board was to meet again with Scott Schramm and possibly get from him a suggestion of what to do next.
C. Recycling center improvements – A recycling center attendant has requested that a portable toilet be installed, and the board agreed that one should be available for the public as well as for the attendants. East Central Pumping will provide and maintain one for $60 a month. Motion Meyer/Glomski to have a portable toilet installed at the recycling center; motion carried.
D. Schedule spring road survey – The board will meet at the town hall on April 15 at 12:30 p.m. for the spring road survey.
E. Rockville/So. Cedar curve HES grant application – A federal grant is available which would cover up to 90% of the cost of road safety improvements. The application is due May 4. The curve is one of the more accident-prone sites on town roads in the county. Motion Glomski/Meyer to approve Resolution #1-2010, A Resolution Requesting a Wisc. Dept of Transportation Highway Safety Improvement Program Grant for Roadway Safety Improvements; motion carried. Scott Schramm of Strategic Municipal Services will pursue the grant on the town’s behalf.
F. Variance request – Constance Rusch of 10909 Wilke Lake Rd requested a variance to install deck on lake side of house less than 75’ from the lake. The Plan Commission approved the request with the stipulation that the deck be limited to 9’ x 16’ with steps to be against the building. Motion Glomski/Meyer to concur with the Plan Commission’s recommendation; motion carried.
G. Emergency Services Base Expenditure Report – The report of 2009 expenditures, due May 15, will be used to establish a base expenditure level. If a municipality spends less than the base level in subsequent years, they may be subject to a penalty. The board requested additional information especially regarding fire department maintenance and will continue discussion at a future meeting.
H. Boom mower rental – Motion Meyer/Glomski to approve rental of a boom mower for 40 hours at a cost of $1,800. Motion carried.
I. Salt deliveries – 110 tons of salt we are obligated to take under the state contract is to be delivered by the end of April, which needs to be mixed with sand before storage. There’s not enough room in salt shed unless the equipment normally stored there is left outside.
J. Driveway ordinance discussion – The new revision covers all new driveways and excludes mention of the general public. Supervisor Glomski stated that the new revision doesn’t address many of the problems that exist. Motion Meyer/Salzman to approve Ordinance No. 2010-1, Driveway Ordinance. Motion carried (2 votes for, 1 against). The ordinance will take effect after publication. Driveway permit forms will need to be updated.
K. Sheriff patrols – Per Greg Schetter of the Sheriff’s Department, Manitowoc County would not abandon the town if it makes an agreement with the City of Kiel for police services. Consensus of the board is to stay with the Manitowoc County Sheriff for this year under the existing arrangement and to consider doing something with the City of Kiel in fall when constructing the 2011 budget.
INFORMATION ITEMS/MISCELLANEOUS REPORTS:
A. Discussion of variance/rezoning issue for Donald Pfister; needs to be on agenda for future meeting.
B. Manitowoc County’s 20 Year Comprehensive Plan is completed. Copies are available at the town hall and from the clerk.
